Mr. Roach called the meeting to order at 6:30 p.m.

Mr. Roach stated in the absence of Mr. Gudobba, Chairman, he will be Acting Chairman.

APPROVAL OF AGENDA

Mr. Roach stated that the petitioners for Items #2 and #4 on the agenda requested their matters be tabled until further notice.

Motion by Mr. Nickerson, supported by Ms. O誰eal, to approve the agenda as amended. Motion carried.

Pertinent correspondence was read and entered into the record. Ms. Trombley noted that 44 notices were mailed to owners and occupants within 300 feet of the subject property and none were returned. Ms. Trombley stated a letter was received from Clifford Fox, 16738 Abela, Clinton Township, Michigan 48035, stating he is opposed to the rezoning.

Mr. Roach explained the procedure for a Public Hearing to be as follows: the petitioner will make comments, the public will have an opportunity to ask questions and the Planning Commission will have opportunity to make comments or ask questions.

Michael Abood, Select Dental, 35555 Garfield Road, Clinton Township, Michigan 48035, stated he plans to add or build around the current house on the property to make it into a dentist office. He stated he plans to keep the property "residential-looking". He added the rezoning will not affect the adjoining area.

Mr. Roach stated the meeting was to consider the rezoning only.

Mr. Roach inquired as to whether a new zoning was needed to remodel the house for a dentist office.

Mr. Cassin stated that the residential zoning does not allow office use. He stated to use the property as office, the property would have to be rezoned. He added if the rezoning is approved, the petitioner would then have to submit a site plan for the remodeling.

Lois Gieleghem, 35610 Morris, Clinton Township, Michigan 48035, stated the Planning Department told her in February 2000, there were no immediate plans to rezone the subject property. She stated that there have been new homes built in the area in the past 6 years. She stated the proposed rezoning will have a negative impact on the property values of the surrounding properties. She added that an appraiser told her surrounding commercial or office properties lowers adjacent residential property values by $20,000. She stated that there are currently office developments in the area with vacancies. She added the subject property currently needs bushes replaced. She stated there is a problem now with loitering, noise and the proposed development will add to this problem. She submitted a petition signed by 28 residents who are opposed to the rezoning.

Lisa Ritachie, 6947 Norton, Troy, Michigan, stated she is a licensed appraiser and affirmed that commercial property negatively affects residential property values.

Mr. Nickerson inquired as to the percentage that the property values would be effected.

Lisa Ritachie stated that each area is different. She added that she did not do a market analysis for the properties surrounding the subject property.

James Gieleghem, 35610 Morris, Clinton Township, Michigan 48035, stated his property backs to the subject property and there is a problem with kids loitering on the property, and he felt the rezoning will increase this problem.

Tom Davis, 16724 Abela, Clinton Township, Michigan 48035, stated his property backs up to the subject property, and he is concerned regarding safety issues.

Ms. Lucci, 35624 Morris, Clinton Township, Michigan 48035, stated she is opposed to the rezoning.

Cosimo Dicicco, 35550 Morris, Clinton Township, Michigan 48035, stated his property backs to the subject property and in his opinion the rezoning will increase pollution and trash to the area.

Mike Salami, 35638 Morris, Clinton Township, Michigan 48035, stated his property backs to the subject property and is opposed to the rezoning based on safety issues.

Joe Deeb, 16643 Abela, Clinton Township, Michigan 48035, stated he is opposed to the rezoning.

He stated his opinion that the rezoning will decrease property values in the area.

Roseann Talernu, 35624 Abela, Clinton Township, Michigan 48035, stated her father purchased land years ago and developed with houses. She stated her father purposely purchased the surrounding land to make sure the land was developed residential. She stated her father had to pay additional money for sewer system and lost money on the purchases. She stated her opinion that the petitioner can purchase another building in a non-residential area for his business. She stated she is opposed to the rezoning based on traffic concerns and decreased property values. She added that the residents should be given more than 7 days notice of a public hearing.

Laura Van De Steen, 35852 Miami, Clinton Township, Michigan 48035, stated she is opposed to the rezoning based on increased traffic.

Miriam De Lamielleure, 35697 Garfield, Clinton Township, Michigan 48035, stated she is opposed to the rezoning.

Theresa Abood, 35555 Garfield, Clinton Township, Michigan 48035, stated her son is the petitioner, and her opinion is that the proposed rezoning will increase property values and the residents will have dental care in their neighborhood.

Roseann Talernu stated she would like the matter to be postponed until more residents can be present at the public hearing.

Mr. Cassin stated the purpose of the Planning Commission is to forward a motion to the Township Board.

Mr. Consiglio stated the Master Plan states the area should be residential and in his opinion there is no reason to change the Master Plan.

Ms. O誰eal stated she is opposed to the rezoning.

Motion by Mr. Consiglio, supported by Ms. O誰eal, with reference to File #5424 and application from Michael Abood, Select Dental, 35555 Garfield Road, Clinton Township, Michigan 48035, concerning request for recommendation for approval of rezoning from R-3 One-Family Residential to OS-1 Office/Service (Low-Rise) for 0.737 acres of land fronting the west line of Garfield Road, south of Moravian Drive (Section 30), that recommendation for denial of the rezoning be submitted to the Township Board. Roll Call Vote: Aye- Consiglio, O誰eal, Nickerson, Roach, Trombley. Nay- None. Absent- Gudobba, Dedenbach, Landa, Tomlinson. Motion carried.

DISCUSSION REGARDING NEXT MEETING

Mr. Cassin stated there is a proposed rezoning for land at 19 Mile and Hayes. He added the Landscape Committee will meet again to review the Temo痴 property.

Motion by Mr. Nickerson, supported by Mr. Consiglio, to adjourn the meeting. Motion carried. Meeting adjourned at 7:15 p.m.
