Mr. Gudobba called the meeting to order at 6:30 p.m.

APPROVAL OF AGENDA

Motion by Mr. Nickerson, supported by Mr. Consiglio, to approve the agenda as submitted. Motion carried.

Pertinent correspondence was read and entered into the record. Ms. Trombley noted that 252 notices were mailed to owners and occupants within 300 feet of the subject property and 0 were returned. Ms. Trombley read a letter into the record received from Larry and Mary Jo Burns stating they are opposed to the rezoning.

Mr. Gudobba explained the procedure for a Public Hearing to be as follows: the petitioner will make comments, the public will have an opportunity to ask questions and the Planning Commission will have opportunity to make comments or ask questions.

Craig Duckwitz, Anderson, Eckstein & Westrick, Inc., 51301 Schoenherr Road, Shelby Township, Michigan 48315, representative, stated the requested rezoning is more consistent with the area and would make a better transition between residential and commercial. He added that the petitioner is the same developer as Knollwood Condominiums.

Douglas Coates, Eastpointe, Michigan stated he is representing Garfield Community Church which is next to the subject property. He stated they are opposed to the rezoning. He added that they would prefer to keep the nature in the area. He inquired as to whether the petitioner would be required to install a wall between the church and the subject property for security reasons.

Mr. Cassin stated that if the rezoning is approved the petitioner is required to put up a wall unless the surrounding neighbors agree that they would rather have landscaping installed.

Robert Nelson, 17772 Kirkwood, Clinton Township, Michigan, inquired as to the price range and the size of the lots for each unit.

Mr. Gudobba stated that the Public Hearing was regarding rezoning only.

Mr. Cassin stated the current zoning is R-1 which requires 100 foot lots or 15,000 square feet. The petitioner is requesting R-4 or R-5 zoning requiring lots measuring 8,000 to 9,000 square feet each.

Mr. Nelson stated he is opposed to the rezoning.

Mr. Consiglio inquired as to what "Low-Rise" consists of.

Mr. Cassin stated a "Low-Rise" zoning permits two and one-half story buildings.

Mr. Roach inquired as to the density of the units and the cost.

Mr. Duckowitz stated the petitioner plans to develop duplexes with a density of 5 units or less per acre and the cost for each unit will be approximately $200,000.

Mr. Gudobba inquired as to whether the land for Knollwood Condominiums was rezoned before developed.

Mr. Cassin stated that all of the surrounding property was rezoned before development.

Motion by Mr. Roach, supported by Mr. Nickerson, with reference to File #5391 and application from Stephen R. Neeper, M & C Limited of Utica, 46600 Romeo Plank Road, Suite 5, Macomb, Michigan 48044, as represented by Craig Duckwitz, Duckwitz, Anderson, Eckstein & Westrick, Inc., 51301 Schoenherr Road, Shelby Township, Michigan 48315, concerning request for rezoning from R-1 One-Family Residential to RML Multiple-Family Residential (Low-Rise) for 20.61 acres fronting the north line of 19 Mile Road, east of Garfield Road (Section 5), that recommendation for approval of rezoning, based on the recommendation by the Planning Department, be submitted to the Township Board. Roll Call Vote: Aye- Roach, Nickerson, Consiglio, Gudobba, O’Neal, Trombley. Nay- None. Absent- Dedenbach, Landa, Tomlinson. Motion carried.


LOT 4, GIACOMA INDUSTRIAL PARK SUBDIVISION
- REQUEST FOR RECOMMENDATION OF APPROVAL OF SITE DEVELOPMENT PLAN

Pete Marrocco, Atelco Development, 30136 Barbary Court, Warren, Michigan 48093, stated he is agreeable to moving the dumpster.

Mr. Roach inquired as to whether the petitioner has a tenant for the property.

Mr. Marrocco stated he is constructing a spec building.

Motion by Mr. Consiglio, supported by Mr. Nickerson, with reference to File #5346 and application from Pete Marrocco, Atelco Development, 30136 Barbary Court, Warren, Michigan 48093, concerning request for recommendation of approval of Site Development Plan for R. Eldon Industrial Building located on Lot 4, Giacoma Industrial Park Subdivision, generally located on land fronting the south line of Giacoma Court, east of Groesbeck Highway, that recommendation for approval of Site Development Plan be submitted to the Township Board, subject to the plans being revised to rotate the dumpster enclosure so that the opening is 12 feet wide. Roll Call Vote: Aye- Consiglio, Nickerson, Gudobba, O’Neal, Roach, Trombley. Nay- None. Absent- Dedenbach, Landa, Tomlinson. Motion carried.


ADOPTION OF COMMUNITY PLANNING PRINCIPLES

Mr. Cassin stated the Michigan Society of Planning Officials met and developed Community Planning Principals and has requested that Michigan Communities adopt them.

Mr. Roach inquired as to how often "periodic review of the Master Plan and Ordinances" should be conducted.

Mr. Cassin stated that typically a Master Plan is reviewed every 10 to 15 years and the Ordinances are reviewed yearly.

Motion by Mr. Nickerson, supported by Mr. Roach, to adopt the Community Planning Principles submitted by Michigan Society of Planning Officials. Roll Call Vote: Aye- Nickerson, Roach, Consiglio, Gudobba, O’Neal, Tomlinson. Nay- None. Absent- Dedenbach, Landa, Tomlinson. Motion carried.

DISCUSSION REGARDING NEXT MEETING

Mr. Cassin stated there is a rezoning on the next agenda. The proposed rezoning is for property located south of Hall Road and east of Hayes. The petitioner is requesting rezoning from Office/ Service High-Rise to B-2. He stated this is consistent with the Master Plan.
