Mr. Roach called the meeting to order at 6:30 p.m.
APPROVAL OF AGENDA
Motion by Mr. Nickerson, supported by Mr. Landa, to approve the agenda as submitted. Motion carried.

REQUEST FOR APPROVAL OF TREE REMOVAL PLAN

Pertinent correspondence was read and entered into the record.
Mr. Cassin stated the plans the petitioner submitted show four trees and the letter from the Landscaping Committee recommends that the petitioner plant 6-8 evergreen trees.
Vincent Cataldo, Temo, Inc., 20400 Hall Road, Clinton Township, Michigan 48038, recalled that the Landscaping Committee at their meeting, recommended planting 4 trees.
Ms. Dedenbach stated that the Villa Grande Condominium Association President was at the meeting and the Landscaping Committee recommended the petitioner plant a minimum of 6 to 8 trees.
Nancy Grebe, 20458 Villa Grande, Clinton Township, Michigan 48038, President of Villa Grande Condominium Association, stated that the residents prefer not to have a wall as a barrier and they would prefer to have trees planted with more height. She added that the petitioner has materials stored out doors on the property that are not allowed.
Ms. Dedenbach stated that the residents should contact the Ordinance Enforcement office if the petitioner is storing materials outside as the petitioner does not have approval for outside storage.
Mr. Roach stated that according to the ordinances the petitioner cannot park a semi-trailer on the property to act as outside storage
Richard Alseth, 20457 Villa Grande, Clinton Township, Michigan 48038, stated that there is a lot of noise coming from the petitioners property, he is blocking the fire hydrant, and he is using the outside for storage.
Dick Wees, 20481 Villa Grande, Clinton Township, Michigan 48038, stated the new trees will take a long time to grow to the same size as the mature trees that the petitioner is removing.
Bill Toepler, 20497 Villa Grande, Clinton Township, Michigan 48038, stated the condominium complex has an agreement from the petitioner to have a berm as a buffer instead of a wall.
Ms. Dedenbach stated that this site has been zoned industrial for 25 years, the condominium complex was built after Temo’s.
Motion by Ms. Dedenbach, supported by Ms. Trombley, with reference to File #0623 and application from Vincent Cataldo, Temo, Inc., 20400 Hall Road, Clinton Township, Michigan 48038, concerning request for tree removal for Temo, Inc. located on 5.0 acres of land located south of Hall Road, west of Heydenreich Road (Section 4), that recommendation for approval of the Tree Removal request be submitted to the Township Board, subject to: 1) Conditions 1 through 5 on the correspondence read into the record be met by the petitioner; and 2) the petitioner show 6 to 8 evergreen trees on the Site Development Plan. Roll Call Vote: Aye- Dedenbach, Trombley, Landa, Nickerson, Roach. Nay- None. Absent- Consiglio, Gudobba, O’Neal, Tomlinson. Motion carried.

Pertinent correspondence was read and entered into the record.
Richard Schoenherr, Elro Corporation, 201 W. Big Beaver, Ste 720, Troy, Michigan 48084, stated he is agreeable to 1-5 of the conditions on the correspondence and stated that the plan meets the ordinance and Master Plan.
Ms. Dedenbach inquired as to where the sewer will be placed.
Mr. Schoenherr stated the sewer runs south across the frontage of the property.
Mr. Cassin stated the sewer runs parallel to the frontage of the petitioner’s proposed subdivision.
Mr. Schoenherr stated the Township will pay approximately 25% of the cost to place the sewer and he will pay the remaining percentage.
Ms. Dedenbach inquired as to whether a retention pond will be necessary.
Mr. Cassin stated that the plans still have to be reviewed by the Engineering Department.
Ms. Dedenbach inquired as to whether the petitioner has looked at other options for ingress and egress to the proposed subdivision.
Mr. Schoenherr stated that Mt. Clemens vacated the adjoining roads.
Ms. Dedenbach inquired as to whether the petitioner looked at the option of using the vacant property on Rose Street as an ingress and egress.
Mr. Schoenherr stated that he has not inquired about obtaining new property.
Carol Orzechowski, 43310 Little Road, Clinton Township, Michigan 48038, stated that the surrounding residents have septic systems and she added her opinion that the proposed subdivision should also have septic systems. She stated she does not want a sewer system. She inquired as to whether the proposed subdivision could hook into the existing Mt. Clemens sewer pipe.
Mr. Cassin stated that the Township generally does not allow access to another community’s sewer system if one is available in the Township and stated that the proposed subdivision has already received approval for the sewer.
Ms. Orzechowski inquired as to who looked at the trees on the petitioner’s property. She stated there is a traffic problem in the area and the proposed subdivision will make it worse.
Mr. Roach stated that the Planning Department and the Landscape Committee reviewed the trees on the subject property.
Mr. Cassin stated that the petitioner is seeking a blanket tree removal and will try to keep as many trees as possible.
Mr. Roach inquired as to whether the petitioner could "clear cut the property".
Mr. Schoenherr stated with a single family subdivision development there are requirements for front and rear yard setback, utilities and sewer placement making it hard to save many trees.
Mr. Roach stated that the Township cannot deny residents access to Township roads.
Ms. Orzechowski inquired as to whether there has been a traffic study for the area.
Mr. Cassin that the Macomb County Road Commission has recommended approval of the proposed Preliminary Plat. He added that the proposed Preliminary Plat meets the Ordinances.
Mr. Nickerson inquired as to whether the petitioner plans to continue the stub street in the future.
Mr. Schoenherr stated he has no property to the north and does not plan to continue the stub street.
Mike Simon, 21364 Dunham Road, Clinton Township, Michigan 48038, inquired as to whether the residents should voice their concerns at the Township Board meeting when this item is on the agenda.
Dr. Fredal, 43237 Little Road, Clinton Township, Michigan 48038, inquired as to whether the petitioner owns all of the subject property.
Mr. Schoenherr stated he owns all of the subject property.
Karen Chesile, 43150 Little Road, Clinton Township, Michigan 48038, stated she would prefer that the petitioner develop larger houses on larger lots. She inquired as to whether the petitioner is required to put in a buffer between the properties.
Mr. Cassin stated the lots will be sold as single family homes and there is not a requirement for a buffer.
Peter Dugdale, 42851 Little Road, Clinton Township, Michigan 48038, stated he would prefer bigger houses on larger lots. He added there is a problem with traffic in the area.
Motion by Ms. Trombley, supported by Mr. Landa, with reference to File #5405 and application from Richard Schoenherr, Elro Corporation, 201 W. Big Beaver Road, Suite 720, Troy, Michigan 48084, concerning request for recommendation of approval of tentative approval of the preliminary plat for Little River Subdivision (Section 10), proposed to be located on 37.4 acres of land fronting the east line of Little Road, south of Dunham Road, north of Cass Avenue, that recommendation for approval be submitted to the Township Board, subject to: 1) the five conditions in the correspondence being met; 2) the Planning Department reviewing the trees that will be removed and if necessary recommending that the Landscape Committee review the tree removal plan; and 3) the petitioner reviewing other options for ingress and egress to the property. Roll Call Vote: Aye- Trombley, Landa, Dedenbach, Nickerson, Roach. Nay- None. Absent- Consiglio, Gudobba, O’Neal, Tomlinson. Motion carried.

Mr. Cassin stated that Irene Sheridan reported there is a bill board on the subject property is not allowed by ordinance and that the Building Department could not determine that a permit was issued for the sign.
Scott Tedrow, Smith Welding, Supply and Equipment Company, 44325 Groesbeck Highway, Clinton Township, Michigan 48036, stated he is agreeable to removing the sign when the current lease expires in 2006. He added he receives $4,000 a year as revenue for the lease of the bill board.
Mr. Nickerson inquired as to whether the sign could be removed prior to the lease expiring if it was constructed without a permit.
Mr. Cassin stated that the petitioner could work with the Township Attorney for a legal binder.
Mr. Tedrow stated he has been paid for the entire year’s advertisement for the bill board and would request that it stay until then.
Motion by Mr. Roach, supported by Ms. Dedenbach, with reference to File #0433 and application from
Scott Tedrow, Smith Welding, Supply and Equipment Company, 44325 Groesbeck Highway, Clinton Township, Michigan 48036, concerning request for approval of Revised Site Development Plan for Smith’s Welding (fka Magnum Performance), located on Lots 1 and 2, Supervisor’s Plat of Oberliesen Subdivision and Lot 6, Giacoma Industrial Subdivision (Sections 1 & 2), generally located at the southeast corner of Giacoma Court and Groesbeck Highway, that approval of the Revised Site Development Plan be granted, subject to: 1)the petitioner meeting with the Township Attorney: and 2)removing the bill board by the end of the year or an agreement be worked out to remove the bill board by the end of the lease in 2006. Roll Call Vote: Aye- Roach, Dedenbach, Landa, Nickerson, Trombley. Nay- None. Absent- Consiglio, Gudobba, O’Neal, Tomlinson. Motion carried.

Mr. Cassin stated that currently no items have been submitted for the next meeting agenda.
