Mr. Gudobba called the meeting to order at 6:30 p.m.

APPROVAL OF AGENDA

Motion by Mr. Nickerson, supported by Mr. Landa, to approve the agenda as submitted. Motion carried.

Mr. Gudobba explained the procedure for a Public Hearing to be as follows: the petitioner will make comments, the public will have an opportunity to ask questions and the Planning Commission will have opportunity to make comments or ask questions.

Mr. Cassin stated these are the proposed changes to the RMH zoning. He stated the present ordinance specifies 3 to 10 stories in a Multiple Family zoning district. The proposed change allows for a 1 to 10 story building with the same density as Multiple Family Low-Rise. He added the proposed change to B-1 zoning is to clarify the language regarding Bar Lounge or Dining Room

Motion by Mr. Tomlinson, supported by Ms. O’Neal, to recommend approval of the Township Board of the proposed Text Amendment to the Codified Ordinances of Clinton Township, Part Twelve-Planning and Zoning Code, Chapter 1264, RMH Multiple-Family Residential High-Rise District and Chapter 1274, B-1 Neighborhood Business District as read into the record. Roll Call Vote: Aye- Tomlinson, O’Neal, Dedenbach, Landa, Nickerson, Roach, Trombley. Nay- None. Absent- Consiglio. Motion carried.

Rick Rheeder, J & M Collision, 128 South River Road, Clinton Township, Michigan 48036, stated he was willing to answer questions.

Mr. Gudobba stated he has concerns that the building is so close to the road it could obstruct the traffic’s view.

Mr. Rheeder stated that the location of the existing building blocks the view and he will try to keep things stored out of view.

Mr. Gudobba inquired as to the junk stored on the east side of the property.

Mr. Rheeder stated he has contracted a scrap hauler and will put up a fence for storage.

Motion by Ms. Dedenbach, supported by Mr. Nickerson, with reference to File #5430 and application from Rick Rheeder, J & M Collision, 128 South River Road, Clinton Township, Michigan 48036, concerning request for approval of J & M Auto Collision, located on Part of Lot 1, Lots 211, Block 1, Lots 1-16, Block 2, Lots 1-5, Block 3, Charbeneau’s Subdivision (Section 13) fronting the south line of South River Road and east of Avery Street, that approval of the Revised Site Development Plan be granted. Mr. Tomlinson inquired as to whether there is a retention pond on the back of the property.

Mr. Novak stated there is a retention pond on the back property.

Motion by Mr. Landa, supported by Mr. Nickerson, with reference to File #3852 and application from Mark Novak, Keepsafe Self Storage, 37473 Groesbeck Highway, Clinton Township, Michigan 48036, as represented by Frank DeGrendel, Frank DeGrendel & Associates, 17805 Mattson, Clinton Township, Michigan 48036, concerning request for approval of Revised Site Development Plan for Keepsafe Self Storage located on Lots 480 and 481, Ingleside Farms Subdivision #3 (Section 15/22), generally located fronting the west line of Groesbeck Highway, north of Weybridge, that approval of the Revised Site Development plan be granted. Jim Woodison, U-Haul of Detroit, 1250 West Maple, Troy, Michigan 48084, thanked the Planning Commission for the opportunity to speak at the meeting. He stated that the U-Haul Company has been doing business in Clinton Township for thirty years. He added there have been many set backs on this project for the past two years, but he is committed to the Township. He stated the U-Haul name is a leader in the industry. He added the concrete walls and galvanized roof are leak proof. He stated he understands the issue regarding decoration on the outside walls. He stated the proposed roof is necessary to maintain during winter months. He added he has decided to spend the additional money needed to complete the project.

John Gabriel, Interior Partnership Group, 1732 Crooks Road, Troy, Michigan 48084, representative, stated U-Haul standards have been tested. He stated the walls are a 6" precast brick. He stated the masonry ordinance is agreeable, although the 2 feet between the door doesn’t provide enough strength.

Mr. Gudobba stated the Planning Commission must follow the ordinances. He added that if the petitioner wants something different than what the ordinance allows they can request a variance from the Zoning Board of Appeals.

Mr. Gabriel inquired as to whether the Planning Commission could consider approval of the Site Plan at this meeting while the Petitioner seeks a variance from the Zoning Board of Appeals.

Mr. Gudobba stated the Planning Commission will consider approval if the petitioner is willing to agree to have the exterior and the roof meet the ordinance.

Mr. Tomlinson inquired as to whether the exterior of the building will be aluminum.

Mr. Woodison stated the exterior will be brick on the rear of the building, the remaining walls will be aluminum which holds better in an impact with a truck.

Nickerson inquired as to whether the walls facing Gratiot will be brick.

Mr. Woodison stated the wall facing Gratiot will be brick. He added he is agreeable to complying with the ordinance and having a brick facade.

Mr. Cassin stated the brick must be decorative block on all four sides.

Mr. Landa inquired as to whether the roof will meet the ordinance.

Mr. Cassin stated the roof must be 3 -12' on all sides.

Mr. Gabriel inquired as to whether a hip has to be on the end wall.

Mr. Cassin stated a hip must be on all sides.

Ms. Dedenbach inquired as to the decor on the brick

Mr. Gabriel stated they plan to use a sand finish.

Mr. Woodison stated they could use an aggregate finish which would accent the landscaping and would be easier to maintain.

Motion by Ms. Dedenbach, supported by Mr. Nickerson, with reference to File #0187 and application from Jim Woodison, U-Haul of Detroit, 1250 West Maple, Troy, Michigan 48084, as represented by John Gabriel, Interior Partnership Group, 1732 Crooks Road, Troy, Michigan 48084, concerning request for approval of Site Development Plan for U-Haul Truck Rental located on 1.4 acres of land fronting the east line of Gratiot Avenue, south of Barbret (Section 1), that recommendation for approval of the Site Development Plan be granted subject to the petitioner submitting a sketch of the proposed building showing the brick facade and the roof slope and the sketch being approved by the Planning Department; and further, the petitioner has the option of submitting a variance request to the Zoning Board of Appeals for the slope of the roof. Roll Call Vote: Aye- Dedenbach, Nickerson, Gudobba, Landa, O’Neal, Roach, Tomlinson, Trombley. Nay- None. Absent- Consiglio. Motion carried.

Motion by Mr. Roach, supported by Ms. O’Neal for a meeting of the Ordinance Update Committee to meet in November if possible to discuss changes. Roll Call Vote: Roach, O’Neal, Dedenbach, Gudobba, Landa, Nickerson, Tomlinson, Trombley. Nay- None. Absent- Consiglio. Motion carried.

Mr. Cassin stated currently there is nothing on the next meeting’s agenda.

Motion by Mr. Nickerson, supported by Ms. O’Neal, to adjourn the meeting. Motion carried. Meeting adjourned at 7: 15 p.m.
